Incidentally, I used to work with a church group in the US that was helping a number of people from Micronesia. The free association agreement with that country allowed it's citizens to come to the US, but not receive government services, I was told. The results were not something I would recommend.

Sure, pretty much. You can have too much of a good thing. Too little food is bad--you starve to death. Too much food is bad--obesity and diabetes.
